Yes, but be aware that since the opportunity is for a Blind Script deal, the totality of a writer's submissions will be considered by the Black List in determining the Short List and only the writer's strongest script will be shared with Warners to inform their final decision.
To be considered during each submission period, a script need only be live on the site for a minimum of one week during that period. If your script has not been hosted during a submission period, we recommend reactivating the script for one week at some point during that period.
As with the Labs, not at all. Certainly more data allows us to make more confident decisions about the strength of the scripts on the site, but by no means is it necessary or recommended to buy up evaluations to improve your chances of being selected. With that being said, we do strongly encourage that you purchase at least one evaluation when opting in to site opportunities.
We will present Warner Bros with a short list approximately every six months based on the scripts that have opted into consideration during that submission period. If you miss one period, you'll be eligible for the next. The next deadline is 9/6/2016.

To opt into consideration for a two-step blind deal at Writers Guild minimum with Warner Bros pictures designed to provide access for aspiring diverse writers, you must read and accept the terms and conditions set for in the following:
Approximately every six months, we'll create a short list of five eligible writers based on the ratings their scripts receive. Writers on that short list will be invited to submit a one page biography that will be read, along with the writer’s shortlisted screenplay(s), by the Warner Bros. development and production executive team. They may then choose a writer with whom to contract for a two-step WGA minimum blind deal.
You may opt your script in for the current submission period between 3/22/16 and 9/6/16.
